If the bill had been able to get the needed enough votes, the Senate would have been able to start debating the measure, according to the Times.
Americans owe about $1 trillion in student loans after they took out in 2012 about twice the value of loans as they did in 2011, according to the Times.
The filibuster leaves the officials at an impasse only months before rates on subsidized federal loans are set to increase, according to the Times.
